MHS junior William Pendleton, son of Nelson and Tara Pendelton, was awarded the Billy Brown Memorial Scholarship on November 15th. NC VFW (Veterans of Foreign Wars) Post 10950 Scholarship Committee Chair Fred Lamm presented the $500 award for an audio essay contest submission about the lessons learned from the Great Depression and the Vietnam War.

Lamm first recognized and thanked MHS Social Studies Chair Emilè Cumpston for "teaching patriotic principles, fostering a love of American values, and developing youth." Cumpston's students participated in an essay contest on the theme of "American History: Our Hope for the Future." National scholarship awards range from $1,000 to $30,000 with 40,000 students competing last year.  VFW Post 10950 has linked participation in the contest with the award of the Billy Brown Memorial Scholarship.

Brown was a Manteo High alum, enlisting in the US Army after graduation. He served in Viet Nam, received the rank of Sergeant and was discharged in March 1968. He then married his high school sweetheart, Marsha. He served well at many Dare County posts, as Deputy Sheriff, and supervisor of the water plants at Skyco and Rodanthe. During Brown's retirement, he was a founding member of the Dare County Veterans Advisory Council and served in leadership positions in the American Legion Post 26, Outer Banks VFW Post 10950, and VFW District One (serving about 15 eastern counties). Lamm noted that "His approach to going above and beyond normal expectations earned him recognition and admiration of veterans across North Carolina."

Brown died of cancer caused by Agent Orange exposure in the summer of 2016. Brown's family requested the establishment of the Billy Brown Memorial Scholarship Fund and the VFW Post 10950 has adopted the program the perpetuate the memory of "this great American veteran."
